Ukraine is taking the next step in the digital transformation of government services. Instead of the traditional model, where a citizen independently searches for the necessary services and fills out documents, the Ministry of Digital Transformation is working on the concept of an Agentic State - a proactive state in which a significant part of administrative processes will be performed by artificial intelligence systems.

About the development of this direction on the air of the 1+1 TV channel Told me Head of the WINWIN AI Center of Excellence at the Ministry of Digital Affairs Roman Kyslyi.

According to him, the key idea is for government services to not only respond to citizens' requests, but also help perform the necessary actions automatically after receiving user permission.

"We are moving from simply digital services to a proactive state. Action.AI will independently collect data from registers (with your permission) and prepare the necessary documents - all you have to do is confirm the action and sign the file."

What does the concept of Agentic State imply?

Unlike conventional chatbots, agent-based AI systems are capable of executing complex scenarios.

It is expected that Action.AI will be able to:

• automatically collect necessary information from state registers;
• prepare applications and documents;
• interact with government services on behalf of the user after confirmation;
• reduce the time it takes to receive administrative services.

This approach corresponds to the global trend of Agentic AI development, when artificial intelligence moves from generating answers to executing full-fledged business and government processes.

Ukrainian language model "Syayvo"

One of the key projects of the Ministry of Digital Affairs will be the creation of a national large-scale language model "Syayvo", which is being developed in cooperation with Kyivstar.

According to Roman Kysly, the model will be trained on Ukrainian content and will take into account:

• features of the Ukrainian language;
• historical context;
• professional terminology;
• cultural characteristics;
• regional language features.

For this purpose, a specialized dataset is being formed from scientific literature, archival materials, government documents, and works of art.

Voice Assistant Actions

Another area of ​​development will be voice interaction with government services.

Currently, the corresponding functionality is already working on the Diya web portal, and in the future, it is planned to be integrated into the mobile application.

It is expected that the voice assistant will allow you to find the necessary services faster and interact with digital services without manual searching.

Personal data security

The Ministry of Digital Affairs pays special attention to the protection of citizens' information.

According to Roman Kysly, users' personal data remains in the state circuit, and the AI ​​system acts as an intelligent coordinator of interaction with state registers after receiving the user's consent.

This approach is designed to combine the benefits of modern artificial intelligence with the requirements of cybersecurity, privacy, and digital sovereignty.

Why Agentic State is a new stage in the development of GovTech

The global market is actively transitioning from conventional generative models to agent-based AI systems capable of independently planning tasks, interacting with digital services, and automating complex processes.

For the public sector, this means the opportunity to significantly reduce the administrative burden, speed up the provision of services, and increase the efficiency of using government information systems.

Developing our own language model and agent services can also reduce dependence on foreign AI platforms and contribute to the formation of a national artificial intelligence ecosystem.

The transition to the Agentic State model may become one of the largest stages of Ukraine's digital transformation after the launch of the "Diya" ecosystem. If the first generation of GovTech ensured the digitalization of public services, the next stage involves the automation of interaction between citizens and the state using AI agents.

At the same time, the success of this model will depend not only on development of own LLM "Shyaivo", but also from the construction of a secure digital infrastructure, the integration of state registers, the development of data centers, modern telecommunication networks and transparent mechanisms for working with artificial intelligence. In case of successful implementation, Ukraine may become one of the first countries in Europe to introduce elements of Agentic State on a state administration scale.
