$1 billion per year: Brave1 Market and eBals changed the procurement of the Armed Forces of Ukraine

How the ePoints system works

Official message from the Ministry of Defense of Ukraine from August 5, 2026 summarizes the first year of operation of the key GovTech tool for military-technical supply — the state marketplace for defense technologies Brave1 Market and the eBal system integrated with it.

In the year since the launch of the updated program (August 1, 2025), combat units of the Defense Forces of Ukraine have ordered military equipment and equipment for a record amount of $1 billion. During this time, about 500,000 units of unmanned aerial vehicles, ground robotic complexes (GRC), as well as electronic warfare (EW) and electronic reconnaissance (ER) equipment have been promptly shipped to more than 400 combat units.

$1 billion per year: Brave1 Market and eBals changed the procurement of the Armed Forces of Ukraine

Market mechanisms instead of bureaucratic distribution

The integration of the eBal system with the Brave1 Market platform implemented market mechanisms into the previously closed, bureaucratized, and vertically oriented system of centralized procurement. Instead of waiting for supplies from above, combat commanders for the first time were able to independently select the nomenclature and manufacturers of equipment for specific operational tasks in their direction.

How the monetized battle rating works:

[Performing a combat mission (reconnaissance, defeat, evacuation)] ➔ [Video verification in the DELTA system] │ ▼ [Fast delivery in 7 days] ⇇ [Ordering equipment on Brave1 Market] ⇇ [Accruing ePoints for the unit]

Points are awarded for verified combat achievements: destruction of enemy equipment and manpower, successful logistical sorties, reconnaissance missions, and evacuation of the wounded by ground robots. By converting these points into direct orders, effective units buy only what has proven itself on the front lines.

This has created a tough competitive environment for manufacturers: ineffective samples without proven effectiveness simply fall off the top of orders.

Assortment scaling and logistical breakthrough up to 7 days

In a year of operation, the Brave1 Market catalog has grown to over 1,100 verified products from hundreds of Ukrainian MilTech companies. The military can purchase FPV drones (radio and fiber-optic controlled), night bombers, middlestrikes, high-altitude interceptors (such as the Cyclops or Octopus), wheeled and tracked NRCs (including the newly codified Zmiy Mini with MK19 grenade launcher), and modular EW/RER systems.

The main technological achievement of the development team was the reduction of the delivery time of products from stock to an average of 7 days (versus 10–14 days at the beginning of the project launch).

June 2026 became the absolute peak for the entire period of the program's existence - in just one month, the military formed orders for over 5 billion hryvnias, which confirmed the extremely high liquidity and demand for ePoints among brigade commanders.

Brave1 Market marketplace performance indicators (August 2025 — August 2026)

These figures reflect the scale of digitalization of defense procurement by the Ukrainian Defense Forces.

Operating parameter Indicator for 1 year of work Operational-strategic effect
Total order volume $1 billion (record in June 2026 — over ₴5 billion) Transparent allocation of resources based on performance
Number of delivered funds About 500,000 units (UAVs, NRCs, EW/RER) Mass saturation of advanced robotic platforms
Coverage of units Over 400 combat units and brigades Direct access of brigade commanders to the arms market without intermediaries
Catalog assortment Over 1,100 products (out of 5,400+ available modifications) High competition among private AME developers
Average delivery time 7 days for in-stock products Emergency replacement of lost property without delay

HiTech Expert Take: the main achievement of Fedorov's GovTech doctrine

Orders worth $1 billion in a year of Brave1 Market operation clearly prove the viability of the Airland Economy doctrine, which was discussed by Mykhailo Fedorov in his resonant interview with "Ukrainian Pravda". The transfer of weapons purchases to a transparent Amazon-like marketplace tied to verified enemy losses in the DELTA system completely eliminated the corruption component and manual management by officials. The amount of $1 billion for eBals combined with the contracting of UAVs for UAH 333,6 billion through AOZ (DOT) shows that the Ukrainian army has finally switched to the rails of network-centric warfare.

Reducing the delivery time of goods to 7 days and the availability of 1,100 items in the catalog provide to the renewed duo of Defense Minister Yevheniy Khmara and Commander-in-Chief Mykhailo Drapaty a powerful tool for implementing the "Basic Level" program. Due to the fact that manufacturers receive preferential lending for UAH 10 billion at 5%, they can keep finished products in warehouses. The military orders guided ammunition, silent NRCs and interference-protected FPVs on fiber optics for points and receives them within a week, which guarantees the continuity of fire damage to the occupiers.
