Official release The Ministry of Defense of Ukraine of July 10, 2026 opens a new strategic stage in relations between military developers and the private sector. Admission to commercial licensing of eight unique technologies created directly within the defense department and the Armed Forces of Ukraine will allow private MilTech companies to legally scale the army's combat experience, transforming the military's intellectual property into serial conveyor deliveries.

Experiment No. 1310: Commercialization of Military Thought and Financial Motivation of Inventors

The legal mechanism for transferring military technologies to private engineering hands is being implemented within the framework of a pilot project approved by government resolution No. 1310. This initiative radically breaks the old Soviet paradigm, under which the developments of military scientific institutes or trench inventors gathered dust under secrecy labels for years due to the impossibility of their legal transfer to civilian enterprises. Now private factories and MilTech startups receive official full access to drawings, source code, and design documentation for the deployment of mass production of defense products.

The fundamental economic driver of this reform is the direct financial motivation of military innovators. According to the new rules, developers and military inventors will receive 25% of the cost of licenses for their technologies in the form of direct royalties. This creates a powerful incentive for internal R&D within the Armed Forces, turning combat experience into liquid intellectual capital. Such an approach demonstrates high viability: during the fourth quarter of 2025 alone, the Ministry of Defense successfully granted the first 30 licenses to manufacturers, which laid a solid foundation for scaling the project in the summer of 2026.

Robotic pool: what technologies have gone into mass production

The starter pack of eight technologies eligible for licensing focuses on the most scarce and sought-after components of network-centric warfare:

  • The Octopus interceptor drone is a specialized high-speed glider designed to kinetically engage and ram enemy reconnaissance drones. Its licensing will free up state-owned enterprises and involve dozens of private lines in shooting down Russian aerial reconnaissance drones.

  • The "Windmill" drone detector is a compact, highly mobile electronic reconnaissance (ERR) system, vital for early warning of mobile fire groups and armored vehicle crews about the approach of enemy attack vehicles.

  • AI guidance and communication circuits are a critically important software and hardware stack that includes computer vision algorithms for unmanned aerial vehicles (UAVs) and ground robotic systems (GRS), secure communication systems, and automatic control modules capable of overcoming the heavy dome-based electronic warfare of the invaders.

  • Guided munitions. Technological documentation for the latest types of smart weapons with the function of programmed detonation over a target.

Legal algorithm for obtaining a license through the Brave1 ecosystem

The process of interaction between the state and business has been fully digitalized and transferred to the closed security loop of the defense cluster.

To start the procedure, the manufacturer must log in to the secure section of the Brave1 portal, which contains a detailed description of the proposed technologies, and submit an initial expression of interest along with documents confirming compliance with the experiment criteria. If the company wishes to study the solution architecture in detail before signing the final contract, it enters into a non-disclosure agreement (NDA) with the developer. Reviewing the drawings paves the way for submitting a second expression of interest, concluding a direct license agreement with the Ministry of Defense, and launching the pipeline.
